I don't think it's a matter of approaching them or not. If they need help, they need help, and you strive on helping other people. To just ignore them wouldn't help either of you.
Maybe it's just learning to respect and accept that other people just have boundaries they don't want crossed. And that, as hard as it can be... that some people don't always want help. For whatever reason.
