If I'm honest, those sound like plans to me. They might not be concrete, but what plans ever are? If you're willing to 'get the ball rolling' as it were, I would be willing to offer my help with whatever you need.

I am hardly a supporter of the law enforcement back home but that doesn't mean the idea should be banished nor does it mean others couldn't do a better job.

Unfortunately, the bureaucracy isn't really my thing on a normal day.
