Juries listen to the evidence and arguments presented by both sides and in the end determine whether the accused party is guilty or not, as well as what the punishment should be if they are. They are ideally unbiased, and are chosen to be similar to the people involved in the trial, rather than being somehow abstracted from the situation by being specifically educated in the matter of law.

There's a judge who determines things like admissibility of evidence. And the point of it being a people similar rather than the same judge determining guilt all the time is that they won't become jaded to it, that every group of people will examine the trial as though it matters. As long as they're not similar to the defendant but not the victim, or the other way around, then they're not going to be biased. They're simply going to be able to understand where everyone is coming from.

It's usually a randomly selected segment of the population, and then the representatives for both sides have a chance to ask them questions to insure that they're not biased.

They don't always, of course, I'm sure. But they are obligated to, and they do risk standing in contempt of court and being fined or arrested if they lie.

And if they don't want to be in a jury... then it's still their duty to see justice served, at least in the history of juries as I know them. I think for implementation in a place like this it would be better to make jury duty voluntary.

Who would serve as judge would depend in part on the legal system we would create. And we'd have to create a new one, given the differences from one world to another.

I've been trying to lay the groundwork, although it's difficult in part because I know there are people who will express disinterest until such time as it actually concerns them.

I've been looking into it some, yes. I think in general as well as here, it's better to presume innocence until people are proven guilty, and it might be useful to outline what would be reasonable sentences, since even house arrest requires significant logistical effort. I have Minato's permission to ask the Defense Force on an individual basis if they're willing to work as police force as well. That's about how far I've gotten, so far.

It works better than alternatives, in my opinion. It doesn't do so 100% of the time, but nothing would.

That makes perfect sense to me, of course. And in this place...this is why we all need to work together, so justice can be the same for everyone regardless of where they come from.
