Sure. Though it tends to change with the times. In my world pirates on the sea are a relic from antiquity, but space pirates are another concern.

Well, strictly speaking, you already "inhabit" space. But if you mean traverse, then it's certainly possible. It's going to depend on your world, I suppose.

I'm just saying, you're thinking small time. Even if the rest of your world is underdeveloped, there's no reason to posit that it's going to remain that way. Especially since boats indicate there's some notion of tools and mechanics there.
