Sure. Though it tends to change with the times. In my world pirates on the sea are a relic from antiquity, but space pirates are another concern.

Well, strictly speaking, you already "inhabit" space. But if you mean traverse, then it's certainly possible. It's going to depend on your world, I suppose.

You might say the technology of my world has stagnated.

[ Mostly because Silvites are - for the most part - extinct. And those that still know how most of the technology works, or at least how to create more of it, are in suspended animation and weren't too willing to share the information. ]

That would likely problematize things. But scientific advancement has a way of catching up. Barring mass cataclysm, I doubt technology would ever truly, permanently come to a halt.

I'm just saying, you're thinking small time. Even if the rest of your world is underdeveloped, there's no reason to posit that it's going to remain that way. Especially since boats indicate there's some notion of tools and mechanics there.
