[Ky's sitting in his apartment. It's afternoon now, and he's spent since midnight thinking about this, almost entirely off the network. But it's clear that the solution isn't just thinking, and that he can't implement his desired solution on his own.]
It's become apparent that one thing this place is suffering from is a severe lack of justice. There always remained the question of once we caught the murderer what could be done to keep them separate in what passes for society here, to keep them from hurting another.
And now, failed joke or not, a woman lies dead. And we do know who is responsible.
Are we really going to sit back, be distressed and discomfited, but do nothing?
Or is it time to set up some system of justice? -- Not vengeance, that's not what I'm recommending, but there needs to a rehabilitation process.

Where I come from, we had a whole global order fighting our enemies and even then everything went to hell. How's a place like this still standin'?

That's exactly the problem. I don't think we can afford to wait for it to run out, because by then the situation will be much worse than it is now.

I think the important first step is to hear what other people think of the idea, and what justice means where they come from. I think a combination of a jury with a judge would be better than trusting things to a particular judge, and therefore it's important to know what demographics need to be represented. I think the sentencing procedure is going to be almost as important than the actual laws, if simply because of the variety of incidents that we'll be having to deal with with that.
After that, then, well, it's a matter of coming up with those laws, and mechanisms of punishment. Obviously the goal would be rehabilitation here, because the only option for non-natives who can't be rehabilitated is indefinite imprisonment. Determining the laws will be tricky, but it's not impossible.
We lack a democratic process here altogether, and I don't know the Defence Force leadership well enough to know whether or not they would find the Defence Force serving as a kind of police force acceptable. But if they don't, then other mechanisms will have to be established.

[It really is weird, being in a place without an ancient order for justice already set up. Then again, that system had its share of worms crawling around.]
What about the potential for abuse of power? Where there's leadership, there's always a scumbag or two, and a crappy justice system can't be much better than no justice system at all.

People've been making a lot of fuss bout different laws in different places, but some things are pretty standard. Don't kill, don't steal, all that. I'd stand behind a plan like yours, if ya did it right.
