It's a little difficult to define. If you find yourself looking for reasons to talk to someone and thinking about them when they aren't around, you're probably becoming friends.

Yes, I believe that would be one of the defining factors. If you don't desire someone's company just for the sake of being near them, then you probably are not friends.
